Washington announced on 7 July that it would supply 155mm cluster munitions to Ukraine amid a shortage of conventional artillery shells, as part of an aid package worth up to 800 million dollars. US national security adviser Jake Sullivan said Kyiv would use them to defend its own territory and that their dud rate would be no more than 2.5 percent. Human Rights Watch urged both Russia and Ukraine to stop using cluster weapons, which more than 120 states have banned by treaty. A Ukrainian commander said on 13 July the munitions had arrived but had not yet been used.
