President Zelensky presented on 23 December a 20-point draft reworked with the US from the earlier 28-point plan, which the US was to pass to Moscow. As he described it, the draft would cap Ukraine's peacetime army at 800,000, provide Article 5-like guarantees from the US, NATO and European states, recognise current positions as the de facto line with possible free economic zones in Donbas from which Russian troops would withdraw, give Ukraine EU membership at a set date and an all-for-all prisoner exchange, and be ratified by parliament or referendum. Points on Donbas territory and control of the Zaporizhzhia nuclear plant were not agreed; Zelensky said Russia still demanded all of Donetsk region.
