US Army Secretary Dan Driscoll presented President Zelensky in Kyiv on 20 November with a US plan, reportedly developed after envoy Steve Witkoff met Kremlin envoy Kirill Dmitriev in Miami in October. As reported by CBS News, it would recognise Crimea, Luhansk and Donetsk as de facto Russian, turn Ukrainian-held Donetsk into a demilitarised buffer, freeze Kherson and Zaporizhzhia lines, cap Ukraine's army at 600,000, bar NATO membership, hold elections within 100 days and use frozen Russian assets for reconstruction and a US-Russia fund. Zelensky said Ukraine set out its principles and would keep working on the points; Ukrainian official Rustem Umerov said he approved none of them. Donald Trump set a deadline of the following Thursday for Kyiv to respond.
