Disputedon credible origins that conflict: 1 distinct origin, 1 tied to no party.

Gunmen attacked a concert at Crocus City Hall outside Moscow, and Russian authorities later put the death toll at more than 140. The Islamic State group claimed responsibility. President Putin and other Russian officials suggested Ukraine and the West were involved, and on 28 March Russia's Investigative Committee said the attackers had received money from Ukraine; the Moscow Times said no concrete evidence was presented. Ukraine and its Western allies rejected the accusations, and US National Security Council spokesman John Kirby dismissed them. It is recorded here because Russian officials tied it to the war, not because any link has been shown.
