In an oral update to the UN Human Rights Council, the Independent International Commission of Inquiry on Ukraine said it found widespread and systematic use of torture by Russian armed forces in Kherson and Zaporizhzhia regions, mainly against people accused of informing for Ukraine, in some cases causing death. It also reported indiscriminate explosive-weapon attacks on homes, a medical facility and a railway station, and the transfer of unaccompanied minors to Russia. It called on Ukraine to investigate a few cases of violations by its own forces. A fuller report to the General Assembly followed on 20 October.
