Kremlin spokesman Dmitry Peskov said the Black Sea agreements had ceased to function on their expiry date because the part concerning Russia had not been carried out, and that Russia would return once its conditions were met. UN Secretary-General Antonio Guterres said he deeply regretted the decision. The UN- and Turkey-brokered deal had let Ukraine export over 32 million tonnes of food commodities from Ukrainian ports since July 2022, according to Guterres, who said it had helped cut food prices by over 23 percent since March 2022. The Kremlin said the exit was not linked to the Crimean Bridge attack the same morning.
