Lieutenant General Igor Kirillov, head of Russia's radiological, chemical and biological protection forces, and his assistant were killed by a bomb hidden in an electric scooter outside his apartment building in Moscow. Russia's Investigative Committee said it detained a 29-year-old Uzbek citizen who it said was recruited by Ukraine's SBU and offered 100,000 dollars, and Kremlin spokesman Dmitry Peskov accused Ukraine of terrorist methods. Anonymous SBU sources told CNN the service was behind the attack and called Kirillov a legitimate target; there was no official Ukrainian claim. A day earlier Ukrainian prosecutors had charged Kirillov in absentia over the alleged use of banned chemical weapons.
