Part of a 10-storey apartment building in Belgorod collapsed. Russia's Emergency Situations Ministry said at least 16 people were killed and 27 injured. Governor Vyacheslav Gladkov said it was hit by a Ukrainian projectile, and Russia's defence ministry said a fragment of a Tochka-U missile it shot down caused the damage. Andrii Kovalenko of Ukraine's National Security and Defence Council rejected the accusation, saying camera footage showed no falling objects; the Kyiv Independent said it could not verify the claims.
