Krasnodar governor Veniamin Kondratyev signed a decree declaring a regional state of emergency, backdated to 12 August, citing damage to logistics facilities, suspended port operations and disrupted shipping in the Azov-Black Sea basin from Ukrainian strikes, The Moscow Times reported on 24 September. Industry analysts estimated that strikes in August had taken about 90 per cent of the region's grain export capacity offline, leaving farmers unable to sell grain, according to the report. Most of Russia's agricultural exports leave through the Azov-Black Sea basin.
