Days after his inauguration for a fifth term, President Putin nominated former first deputy prime minister Andrei Belousov to replace Sergei Shoigu as defence minister and moved Shoigu to head the Security Council in place of Nikolai Patrushev. Kremlin spokesman Dmitry Peskov said a civilian would open the ministry to innovation. Putin signed the appointment decree on 14 May, weeks after a deputy defence minister was arrested on bribery charges.
