UN Humanitarian Coordinator Matthias Schmale said on 17 December that power in Odesa had been cut for more than a week and that roughly half of Kherson city, 30,000 or more people, had been without electricity for several days. He said outages lasting more than a week were very hard to manage and proposed equipping schools and health centres with generators. The UN Human Rights Monitoring Mission later reported repeated December strikes causing multi-day outages in Odesa region that affected water, heating and food storage.
