Russian missiles and drones hit power plants and grid sites across Ukraine. The head of the UN human rights monitoring mission, Danielle Bell, called it the largest single-day attack on Ukraine's power and water infrastructure in more than a year; UN News reported more than 1.5 million people lost power across eight regions and at least five were killed. Ukrhydroenergo head Ihor Syrota said eight missiles hit the Dnipro hydroelectric plant in Zaporizhzhia, which lost about a third of its capacity, and said the dam was damaged but not at risk of breach. The IAEA said the Zaporizhzhia nuclear plant lost its last main power line for about five hours. UN Secretary-General Guterres condemned the attacks, saying strikes on civilian infrastructure violate international humanitarian law.
