EU leaders agree a 90 billion euro loan for Ukraine for 2026 and 2027 after failing to agree to use frozen Russian assets

EU leaders agreed on 19 December an interest-free loan of 90 billion euros backed by the EU budget to cover about two-thirds of Ukraine's financing needs for 2026 and 2027, repayable only once Russia pays reparations. A plan to fund a loan from immobilised Russian central bank assets failed to reach consensus, with Belgium, which holds most of the assets, the main opponent over legal liability. The conclusions said the arrangement would not affect the financial obligations of the Czech Republic, Hungary and Slovakia.
