President Zelensky and a delegation including Rustem Umerov met US envoys Steve Witkoff and Jared Kushner in Berlin on 14 and 15 December. US officials said about 90 percent of issues were resolved; Zelensky said the sides still had different positions on territory, rejected a US-backed demilitarised zone in Donbas and said any format of Donbas under Russian control was unacceptable to him. Kyiv sought Article 5-like guarantees from the US, European states and Canada, and German Chancellor Friedrich Merz praised US proposals for legal and material guarantees.
