The humanitarian community in Ukraine launched a 2026-2027 Winter Response Plan seeking US$358.4 million to support 2.1 million people from October to March with heating, shelter repairs, health care and cash, the UN in Ukraine said on 22 July. It said attacks on energy infrastructure had disrupted electricity, heating and water for millions, and that newly displaced and evacuated people were a priority. Humanitarian Coordinator Matthias Schmale said preparation had to begin immediately. Last winter some families went without heat, power and water for weeks, the UN said.
