The UN Independent International Commission of Inquiry on Ukraine told the Human Rights Council on 21 September that repeated Russian attacks on power, heat and gas facilities in the 2025-2026 winter, when temperatures fell to minus 20C, left millions without power or heating for long periods, and that Ukrainian authorities recorded cold-related deaths. It said it had received reports of Ukrainian attacks on infrastructure in Russia and occupied areas but could not investigate them for lack of access. Chair Erik Mose said continued attacks were making living conditions increasingly unbearable. On 26 October the Commission reported to the General Assembly that the energy attacks amounted to crimes against humanity.
