Missiles struck two nine-storey apartment buildings in Ternopil in western Ukraine during a large overnight Russian attack on 19 November. The UN Human Rights Monitoring Mission (HRMMU) later verified at least 38 civilians killed, including eight children, and at least 99 injured; Ukraine's air force said Kh-101 cruise missiles were launched from aircraft over Russia. UN High Commissioner for Human Rights Volker Turk said he was appalled by the casualties and that the strikes appeared aimed at energy infrastructure, the sixth such large-scale attack in under two months. It was the deadliest single attack on a Ukrainian city in 2025 after Kyiv on 31 July.
