Russia's defence ministry said the General Staff had begun preparing exercises involving non-strategic nuclear weapons, with missile units of the Southern Military District, aviation and naval forces, in response to what it called provocative statements and threats by certain Western officials. Kremlin spokesman Dmitry Peskov linked the drills to Western talk of sending troops to Ukraine, after French President Emmanuel Macron said the question would arise if Russia broke through the front. The first stage began on 21 May.
