Confirmedon an admission by the acting party plus an independent origin: 1 distinct origin, 1 tied to no party.

EU ambassadors backed an 11th package of sanctions on Russia, the Swedish Council presidency said, with a new anti-circumvention tool to restrict sales of sensitive goods to third countries that might pass them on, a wider ban on transit through Russia and new listings, including people and entities accused of deporting Ukrainian children. Commission President Ursula von der Leyen said the tool would prevent Russia getting sanctioned goods.
