Russia's chief of General Staff Valery Gerasimov told Vladimir Putin on 30 November that Russian forces had full control of Pokrovsk in Donetsk region and Vovchansk in Kharkiv region, and Putin announced the captures on 1 December as his defence ministry released a flag-raising video from central Pokrovsk. Ukraine's General Staff called the video a propaganda flag operation and said its forces still held the northern part of Pokrovsk along the railway; Ukrainian officials said part of Vovchansk remained under Ukrainian control. The announcement came on the eve of a visit to Moscow by US envoys, and most independent mapping later assessed most of Pokrovsk as under Russian control.
