June 2023 in brief

The Kakhovka dam on the Dnipro was destroyed, flooding about 600 square km of Kherson oblast and forcing evacuations on both banks; Ukraine's interior minister later put the death toll in Ukrainian-held areas at 31. [1][2] Responsibility for the dam is disputed: Zelenskyy blamed Russian forces, while Kremlin spokesman Dmitry Peskov called it deliberate sabotage by Ukraine. Russian missiles killed 12 people in Kryvyi Rih, at least nine at a restaurant in Kramatorsk, and three, including two children, in Kyiv, according to local officials. [1][2][3] A UN report listed Russian forces for killing and maiming children in Ukraine, verifying 477 children killed in 2022, and WHO recorded attacks on health care in Izium and Chuhuiv. [1][2][3] Analysts said Ukraine's summer counteroffensive had begun in Zaporizhzhia and southern Donetsk, and Ukraine said it had retaken Blahodatne and Makarivka, which Russia's defence ministry disputed. [1][2] Wagner forces seized military sites in Rostov-on-Don and drove towards Moscow before a halt brokered by Belarus's Alexander Lukashenko, and Putin called the rebellion betrayal and treason. [1] An African leaders' peace mission visited Kyiv during a missile attack that Foreign Minister Dmytro Kuleba said showed Russia wanted more war, and EU ambassadors agreed an 11th sanctions package aimed at circumvention.
